  • Traffic slowed unexpectedly near a construction merge zone.
  • The semi-truck reportedly failed to brake in time and rear-ended the motorcycle.

Richmond, VA — A deadly multi-vehicle crash on Interstate 95 Northbound near Exit 42 brought morning traffic to a standstill on Saturday and left one man dead and four others injured. The crash, which occurred just before 7 a.m., remains under active investigation by the Virginia State Police.

Tragic Morning on the Freeway

According to officials, the crash involved a semi-truck, a Toyota Highlander SUV, a Honda Civic sedan, and a Harley-Davidson motorcycle. Authorities say the incident began when traffic slowed abruptly near a construction zone. The semi-truck reportedly failed to reduce speed in time, striking the motorcycle and triggering a violent chain-reaction collision.

The motorcyclist, identified as John D. Matthews, 34, of Fredericksburg, was pronounced dead at the scene. Police say he suffered fatal injuries upon impact and was wearing a helmet at the time of the crash.

Four others were transported to nearby hospitals, including Carla Mendoza, 27, and Jeremy Li, 45, both of whom are in serious but stable condition. A 12-year-old girl, a passenger in the Highlander, sustained minor injuries and was taken in for precautionary observation. The truck driver, Michael Owens, 52, suffered minor cuts but declined hospitalization.

Highway Shut Down for Hours

The crash forced the closure of all northbound lanes for over three hours, causing severe delays during the morning commute. Emergency responders, including Richmond Fire and Rescue and Hanover County EMS, worked swiftly to assist victims and clear the roadway.

Traffic was diverted onto Route 301 and U.S. Route 1 while authorities investigated the scene and tow services removed the damaged vehicles. Lanes were reopened by 10:15 a.m., though residual congestion persisted into the late morning.

Investigation Underway

The Virginia State Police Crash Reconstruction Unit is leading the investigation. Preliminary findings suggest that speed and following distance may have played a role in the crash. There is no indication of drug or alcohol involvement at this time, though toxicology tests are standard procedure and remain pending.

Investigators are examining the truck’s electronic data recorder, also known as the “black box,” and reviewing traffic surveillance footage. The semi-truck’s driver, Owens, is cooperating with authorities.

According to police, driver fatigue is also being considered. Records show Owens had been on duty for nine consecutive hours prior to the crash.

Friends and family of John Matthews described him as a dedicated husband, father, and Navy veteran. News of his sudden passing has led to an outpouring of grief on social media, with many calling for increased safety enforcement in construction zones.

Virginia State Police are urging motorists to drive cautiously, especially in high-traffic or reduced-speed areas.

“This tragic incident serves as a somber reminder of the need for vigilance and responsible driving at all times,” said Sergeant Melissa Granger, a spokesperson for the department. “Lives can change in an instant.”
